Karnataka on Monday 23 Aug, 2020 removed all travel restrictions brought in after the outbreak of Covid-19 in late March. There is no need to obtain an e-pass or stay in 14-day quarantine. Hand-stamping, too, has been scrapped. As per the revised protocol, those travelling to Karnataka need not seek pass or permission on Seva Sindhu portal, to enter the state. The state has banned medical check-up at state borders, bus stations, railway station and airports.
The Home Affairs Ministry operating under the Government of India had earlier introduced a pass system to control the movement of people and vehicles during COVID-19 lockdown in India. This decision intends to put a check on the transmission of COVID 19 Coronavirus. Are essential services allowed during night curfew in Bangalore?
Tue, 30 Jun 2020 Karnataka government on 30 June 2020, Tuesday announced a complete lockdown on Sundays from July 5 till 02 August 2020. The essential services will be allowed during night curfew even on Sundays. In the Containment Zones, only essential activities shall be allowed. There shall be strict perimeter control to ensure that there is no movement of people in or out of these zones, except for medical emergencies and for facilitating supply of essential goods and services.
Night Curfew & Travel in Karnataka
Karnataka government issued an order lifting Sunday and night curfews from August 1. Gyms and yoga institutes are now allowed to reopen from August 5 in line with the Centre’s Unlock 3.0 guidelines. Nandi Hills, is unlikely to open for tourists anytime soon. Considering malls and gyms are up and running and theatres too might begin screening shows soon, Bengalureans were hoping their favourite hill station would open too.
Inter-District Travel without Pass
Tue, 19 May 2020 As on May 19, 2020 inter district travel allowed without pass from 7:00 AM to 7:00 PM. Travellers will only have to produce their photo ID cards at check-posts. Now private vehicles will be allowed but with strict checking and thermal screening. Police pass will be mandatory for travel between districts during night time, except for essential services.
From 04 May 2020 you don't need a pass to move in Bengaluru between 7 am and 7 pm. After 7 pm and up to 7 am the following morning, even if you have a pass you are not allowed to move except medical and essential service. According to the guidelines issued by the Centre, industrial activities, construction works, essential, non-essential shops, delivery of essential goods through e- commerce, courier and postal services, banking and agriculture activities, plying of four-wheelers and two-wheelers and inter-state movement of goods vehicles is permitted in all the zones, whereas buses are allowed to ply only in green and orange zone districts.
Applying KSP Clear Passes Online in Bangalore

Clear Pass App is an initiative by the Karnataka State Police, partnering with MyGate. The app is functional only in Bangalore and is currently available in the Whitefield area. It will be extended to other areas soon. As of now, the app can be used only to issue E-passes for employees of organisations involved in essential services.

Please find below the procedures for resuming operations of essential goods manufacturing factories in Kerala and logistics involved in the transport of essential Goods.
Resuming operations of essential goods manufacturers:
- The Company should contact the Control Room in Directorate of Industry & Commerce (DIC) within Kerala.
- DIC to then reach out to concerned District Authorities.
- District Authorities to then authorize the factory to resume operations and to also exempt certain workers from company to work in the factory.

Procedure for applying for a pass for vehicular movement:
- The company has to fill up the attached application form for the various trucks stuck at points throughout the state
- The form has to be stamped and signed by company’s authorized signatory

COVID-19 Grocery Delivery in Bangalore
Zomato has begun grocery deliveries across 80 cities in the country amid covid-19 crisis. Swiggy has expanded its services to over 125 cities in the country. During the nationwide lockdown, online delivery and e-commerce firms such as Flipkart, Amazon and Bigbasket focused on delivery of essentials to consumers, despite an acute shortage in delivery staff and supply chain challenges.
Grofers has partnered with RWAs of over 100 societies across leading metro cities in India and plans to expand this tie-up to other cities as well. Neighbourhood stores, however, stepped up their efforts to service customers, with some established kiranas delivering items to the doorsteps of customers.

Do I need a pass to go to the hospital?
Emergency Passes are available at all police stations for those who need to travel within Bengaluru city limits on account of any medical emergency or demise of family member. These passes are for use within the limits of Bengaluru city only, and are only valid for a period of 12 hours. The pass must be returned to the police station within 12 hours of issue. The applicant must deposit the original of one government-issued ID to obtain the Emergency Pass.
If the medical emergency requires travel outside the limits of Bengaluru city, one can apply in writing to the office of the local DCP along with ID proof and documents explaining the nature of the emergency. If the need is found to be genuine, a letter will be given to the applicant to facilitate their inter-district movement. However, this letter does not guarantee the cooperation of police of other jurisdiction, and is subject to their discretion.

All grocery shops are permitted to operate during the lockdown. Hence, one should be able to purchase required groceries from the neighbourhood groceries shop, which would be within walking distance.

Do I need a pass to take morning walk or jog?
All movement is prohibited during the lockdown. Hence, all must refrain from taking any morning walk or jog during the lockdown period. Please exercise within the confines of your home.
Can I go to visit my elderly parents?
All inessential travel is prohibited during the lockdown. Therefore, one must avoid such travel unless there is great need for it. If elderly parents require some essential commodities, these can be ordered online to be delivered at their house.
If online delivery is not feasible, one may contact the Elders Helpline for the needful (1090, 080-22943226, 9243737220, 9243737230). Necessary help for senior citizens in need will be arranged through the local administration. If any urgent police response is needed, one may dial 100 for help. If need be, local police will also come to the aid of senior citizens in need.
Do I need a pass to go to the bank?
ATMs will function as usual, so one may go to any nearby ATM by walk. Online banking services are available for regular transactions. Online payment modes can also be utilised at this time. However, ATM services and cashier desk will be operational at all banks.
Can I go to the pet store to buy food for my pet?
Online shopping websites can be utilised for door-delivery of pet food.
Do I need a pass to run my kirana/dinasi shop?
No pass or permit is required to operate a kirana/dinasi store as groceries are essential items required by the public. However, passes may be required for the staff at the store if they have to travel from afar, and also for the vehicles which may be required for the transportation of staff and goods.
